An accomplished executive with substantial leadership experience, Mr. Ricoy has extensive experience serving as a healthcare and insurance regulatory attorney. Mr. Ricoy has worked in the healthcare industry for more than 20 years and has helped drive many healthcare transactional and regulatory matters, including mergers, joint ventures, divestitures, entity formations, and remediation of compliance issues. In insurance regulatory matters, Mr. Ricoy has assisted several national insurance companies to work effectively with Oregon regulators to successfully navigate Oregon’s Insurance Code.

As an Oregon and Washington insurance and health care lawyer, Peter D. Ricoy focuses his legal practice on health care law, insurance regulation, data security and privacy, long term care regulation, and general corporate and business transactions. Mr. Ricoy works with insurers, health plans, physicians, group practices, coordinated care organizations, independent practice associations, hospitals, patient safety organizations, assisted living facilities, and employers.
He advises clients on a variety of matters, including issues related to the Oregon Insurance Code, health care reform under the Affordable Care Act, the Stark Law and AntiKickback Statute, Medicare, Medicaid, reimbursement, HIPAA, COBRA, and ERISA health plan matters. Mr. Ricoy has worked with a number of insurance companies on regulatory matters related to understanding requirements, rate and form approvals, and company and product registrations.
Previously, Mr. Ricoy served as the Sys. Vice President & Chief Compliance Officer for PeaceHealth, where he collaboratively lead the development of a leading compliance program. Mr. Ricoy also previously served as Associate General Counsel for Cambia Health Solutions (an independent licensee of the Blue Cross and Blue Shield Association), where he was the dedicated attorney supporting the Sales and Actuarial & Underwriting departments and advised clients on a variety of health care and insurance matters.
Mr. Ricoy previously served as a Health Care Economist with an insurance company, and supervised a team of analysts researching health care data and financial information to enhance efficiencies. In addition, Mr. Ricoy worked for KPMG as a Consultant and Fiscal Policy Advisor to the Parliament of Ukraine, where he spent two years helping to successfully establish the country's first fiscal analysis office and train its staff. He has a background in economics, policy analysis, and econometric modeling, and also served for three years as a Tax and Budget Analyst for the U.S. Congressional Budget Office in Washington, D.C.

Focused on creating a transparent, collaborative, and partnership-based compliance model to enhance a system culture where ethical and compliant behavior is practiced, adequate internal controls are maintained, and the organization is in compliance with all applicable laws and regulatory requirements. Fiscal Policy Advisor to Ukrainian Parliament, KPMG-Barent’s Group, 1997-2000.
Responsible for establishing Ukraine’s first non-partisan fiscal analysis office for the Ukrainian Parliament. Managed office activities, including recruiting and hiring staff, training staff, developing analytical tools and economic models, and writing performance reviews for an office of 7 support staff. Conducted several seminars to senior-level government officials. Created and managed Ukraines first comprehensive tax and budget database. Wrote several analyses of the formulation and execution of the Ukrainian governments budget; created the Parliaments first widely distributed quarterly publication analyzing various tax and expenditure items in the national budget. Analyzed the revenue trends of several major taxes, and completed impact studies of proposed tax alternatives.
